WARRANT FOR THE ANNUAL TOWN MEETING

To either of the constables in the Town of Needham in said County. Greetings:

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the Inhabitants of the Town of Needham qualified to vote in elections and in Town affairs to meet in their respective voting places in said Town namely:

To choose by ballot the following Town Officers:

One Moderator for One Year;
One Selectmen for Three Years;
One Town Clerk for Three Years;
One Assessor for Three Years;
One Assessor for Two Years;
Three Members of School Committee for Three Years;
Two Trustees of Memorial Park for Three Years;
Two Trustees of Needham Public Library for Three Years;
One Member of Board of Health for Three Years;
One Member of Planning Board for Five Years;
One Member of the Housing Authority for Five Years;
One Commissioner of Trust Funds for Three Years;
Two Members of Park and Recreation Commission for Three Years;
Nine Town Meeting Members from Precinct A for Three Years;
Nine Town Meeting Members from Precinct B for Three Years;

ARTICLE 2:  BALLOT QUESTION

To submit the following question upon the official ballot to the voters of the Town:

QUESTION 1: DEBT EXCLUSION: LANDFILL CLOSURE

"Shall the Town of Needham be allowed to exempt from the provisions of Proposition two and one-half, so called, the amount required to pay for the bond issued in the principal amount not to exceed $2,500,000 in order to close and cap the Town's landfill on Central Avenue?"

and at the Pollard Middle School in said Town on MONDAY, THE FOURTH DAY OF MAY, 1998 AT 7:30 P.M.


Opening Cermonies May 4, 1998

Entertainment by Pollard Middle School Stage Band.

Meeting Called to order at 7:36 pm 5/4/98.

Mr, Henry Hicks spoke of 1898.. Trolley car came (went to West Needham, i.e. Wellesley). 100th anniversary of Emery Grover building (first high school). Incidentally Judge Emery Grover presided over Town Meeting 70 times. Spanish-American War. Five Massachusetts regiments. At least 19 from Needham. Mr. Hicks read their names. Mr. George Hall of Needham was killed in action in the Phillipines. This war resulted in many changes in the country and the military.

Flag Ceremony by VFW and American Legion.

Invocation by Richard Nichol of Congregation Ruach Israel.

The town clerk swore in the newly-elected members.

Mr. Fee discussed rules of procedure. These include a newly legal procedure to allow the moderator to declare obvious but not unanimous 2/3 votes.

Time was then spent on choosing the articles to approve by unanimous consent.


Opening Cermonies May 6, 1998

Rabbi Rifat Sonsino of Temple Beth Shalom gave a rabbinical talk on loving your neighbor from Leviticus 19.

The Annual Town Meeting was adjourned and the Special Town Meeting called to order.

It was dissolved at 8:45 pm in memory of Herbert L. Dodge.


Opening Cermonies May 11, 1998

The meeting was opened by Rev. Gordon Swan who spoke on inclusiveness and holy ground.

The meeting continued with the presentation of the Richard Patton Melick awards. The foundation has supported a course at Needham High School on town government and the moderator's Town Meeting Handbook. Mr. John Milligan, president of the Richard Patton Melick Foundation opened. Board members Jean Linblad and Laurence Eaton presented awards to:

The Moderator made several announcements including welcoming an exchange student, death of Charles Wyckoff. A moment of silence. Funeral Thursday.

Mr. Cogswell asked for articles 46 and 47 to be advanced.


Opening Cermonies May 13, 1998

Rev. Mark Fowler of the Carter United Methodist Church gave thanks to God.

Charles Wyckoff's family urges donation in his memory be made to ``Fund for Needham, Wyckoff Project; P.O. Box 936; Needham, MA, 02192''.


Opening Cermonies May 18, 1998

Invocation by Rev Janet Newman, First Parish Unitarian.

Next week's School Committee (June 26) will discuss Feasibility Study.

Town Meeting Actions (5/4/98 8:20 pm - 8:48 pm)

Discussion

Comprehensive Facility Plan Study Committee

Mr. Karl Clauset, Co-chairman of the Comprehensive Facility Plan Study Committee and Mr. Mark Weisman of Kaestle Boos Associates prseented a brief summary of their progress. Phase 1, needs assesment, has completed. The town needs more discussion time than originally expected to prepare for Phase 2. This phase will occur in the summer. Phase 3 will occur in early fall so that fall Town Meeting can vote. There will be a presentation in June discussing costs.

Mr. Weisman discussed how the various projects are linked. They have issued five scenarios at this time. He also discussed the guidelines they are using. He showed the schedule of future meetings.

Mr. Weisman also discussed the articles relating to High Rock and the High School. There is good reason to spend money at both of these facilities.

The Steering Committee will be in the lobby at the break. Full report to be issued this week.

Mr. Ryan of the Finance Committee discussed the Capital Plan.

  • There is a handout of items that they are supporting and also items they recommend have cash funding.

  • They are suggesting that levy-supported debt, historically held at 2% of gross revenues, be allowed to be limited to 3%.

  • Committee anticipates that Comprehensive Facility Plan items will eventually pass through this process.
