BALLOT QUESTION

To submit the following question upon the official ballot to the voters of
the Town:
QUESTION 1:
GENERAL OVERRIDE -- SCHOOL DEPARTMENT
"Shall the Town of Needham be allowed to assess an additional $1,500,000
in real estate and personal property taxes for the operations of the School
Department, for the fiscal year beginning July first, nineteen hundred and
ninety seven?"
and at the Newman School in said Town on MONDAY, THE FIFTH DAY OF MAY, 1997
AT 7:30 P.M.

COMMITTEE AND OFFICER REPORTS

To hear and act on the reports of Town Officers and Committees.
Approved by Unanimous Consent.
Report of the Permanent Public Building Committee
Mr. Robert Wear, Chairman, reported on the Committee's first year of
operation.
General Activities:
-
Supervise all construction projects for greater than $100,000 on land or
buildings owned by the town.

Establish standardized procedures, contract terms, consulting terms
-
Develop relationships with user agencies such as Selectmen, Schools, DPW,
and Library
-
Provide a project manager for
all
of their projects.

Monitor costs and disbursements
-
Supervise a part-time assistant (and work to get an office for their
records and activities)
Projects Completed or Nearly Completed:

Pollard ADA (early and under budget)

Newman heating (under budget)
-
High School ADA (not done, expected to be on time and under budget)
Near Term Projects:

Newman Phase 1 (primarily ADA, summer 1997)

Mitchell roof (contingent on Article 33 of this town meeting; summer, 1997)

Hillside Modular Classrooms (summer, 1997)

Transfer Station Building (Fall, 1997)

He urged agencies to involve the PPBC early in any proposed project. They
feel they will need a full time Manager for future projects but are not yet
ready to initiate such a proposal.
Finance Committee Report on Warrant Articles for Capital Expenditures
Mr. Thomas Hannigan, Chairman, briefly updated the town meeting concerning
Finance Committee's recommendations on capital expenditure warrant articles.
This subject occupied a great deal of their time during the last year. What
follows is a summary of their most recent categorization of these articles:

This list does not include article 59, the landfill closing. The town is
obligated to take on this burden and will not receive aid from the state.
However the Finance Committee is hopeful that at least one million dollars
will be available from demolition and construction waste by the time it is
needed.
As the articles come on the floor, the committee will discuss priorities.
