To either of the constables in the Town of Needham in said County. Greetings: In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the Inhabitants of the Town of Needham qualified to vote in elections and in Town Affairs to meet in their respective voting places in said Town namely:

ARTICLE 2: BALLOT QUESTION

To submit the following question upon the official ballot to the voters of the Town:

QUESTION 1: GENERAL OVERRIDE -- SCHOOL DEPARTMENT

"Shall the Town of Needham be allowed to assess an additional $1,500,000 in real estate and personal property taxes for the operations of the School Department, for the fiscal year beginning July first, nineteen hundred and ninety seven?"


and at the Newman School in said Town on MONDAY, THE FIFTH DAY OF MAY, 1997 AT 7:30 P.M.

To hear and act on the reports of Town Officers and Committees.

Report of the Permanent Public Building Committee

Mr. Robert Wear, Chairman, reported on the Committee's first year of operation.

He urged agencies to involve the PPBC early in any proposed project. They feel they will need a full time Manager for future projects but are not yet ready to initiate such a proposal.

Finance Committee Report on Warrant Articles for Capital Expenditures

Mr. Thomas Hannigan, Chairman, briefly updated the town meeting concerning Finance Committee's recommendations on capital expenditure warrant articles. This subject occupied a great deal of their time during the last year. What follows is a summary of their most recent categorization of these articles:

This list does not include article 59, the landfill closing. The town is obligated to take on this burden and will not receive aid from the state. However the Finance Committee is hopeful that at least one million dollars will be available from demolition and construction waste by the time it is needed.

As the articles come on the floor, the committee will discuss priorities.
